I want to force our customers to submit forms via the Service Center so ensure that they are completing all required fields. I do not want to provide an option to email in a request. Can I disable the emailed request functionality?

You can turn off email requests. Go to project setting -> Email Request on right side top you have option to turn off email request.
sure. just go to the project settings > email requests and remove the Request Type from the email. As long as you do not have a Request Type associated to an email it will not be processed.
