Is there a way for Service Desk to handle multiples of the exact same issue?

An example would be:

More than one issue of "My Internet is down" applies a comment of: "This issue is currently being worked on."

Automation in JSD 2.4/2.5 could handle it - but in a bit 'manual' way, as you cannot point out automatic search of repetitive things. So you will be able only to set predefined rules once you see that certain tickets are flooding your JSD.
