On adding comments, the email format will be with Atlassian background. But for customized email, the background will not be available.
Can we have the same email format for outgoing emails?

You might want to customize the email format for JIRA to make it uniform. However, please note that modifying the template will also require them to be compatible with the newer version when you upgrade.
