Incoming mail is not processed by JIRA

I've set up create issue from incoming mail and its handler, tested automation, everything works, however, when I tried sending email request from other email that is not listed is not registered, Then, the emails aren't processed.

Hi, you need  to add the  Default Reporter in configuration Mail handlers


unfortunately there is no 'default reporter' option listed

my bad, turns out, the option is only listed when creating *new* mail handler
