Import bulk customers

Is there away to import all of my end-users (customers) from a csv or excel speadsheet an send them an email to create their password or limit who can submit a request only to customers with an email address froma specific domain?

I haven't personally done this, but according to this article, you can copy and paste customers from a csv:

If you're using Server and your customers are internal, there are also a couple of other options in this article that you could try.
