We have a use case where we want to trigger a webhook when any agent is assigned to a ticket in Jira Service Desk Cloud. How do i do this ?

You can send a webhook via built-in jira service desk automation rule. You can use "status changed" condition if it helps.
But if you want to trigger it only an issue is assigned, there is a paid plugin for it.

I agree with Tansu, also as an alternative, you can check slack you can filter with JQL.
