It looks like you're running into an existing bug, which can be found here:
This bug affects both Italian and Portuguese (Brazil).
Please, be sure to click on "This affects my team" and to watch it so that you are notified when this is fixed in a future release.
You can use the workaround below while the bug is not fixed:
1. Go to System Setting > General Configuration:
2. Click on Edit Settings > Change the default language to Portuguese > Click Update
3. Now, when customer portal tickets are resolved the satisfaction survey sent are in full Portuguese.
1. Ensure that the customer profile: Preferences language is set to "Portuguese (Brazil)".
