Per your description, I understand that you would like to create a separate help desk for each office you have.
I believe the best option to achieve your goal would be to create a Service desk project for each office you have, all in the same Jira site.
Configuring your Service desk site as described above, each office you have will be able to configure their request types and customer organizations to handle their tickets separately. Also, each project will have its own link for its customer portal, which can be shared with the customers so they know which project is the one related to their location.
Once you do configure a single project for each office, you can add the agents (accounts) from each office to your Jira site and optionally restrict them to their projects by using the project permission feature.
