Currently, it’s not possible to add users as watchers using CC.
When sending an email to service desk, only the reporter and participants will be added. Who is sending the email will be the reporter and any other email added to the TO and CC will be added as participants.
Watchers are restricted to licensed users and must be added manually on each ticket.
We have a feature request suggesting the implementation of the ability to add watchers using the CC field:
