How do I set Full CRUD Access on Service Desk Organizations API?

Unfortunately it does not seem like this user has sufficient privileges. For example when they call the method 

https://dev-jira.seacom.mu/rest/servicedeskapi/organization/{OrganizationId}/ we get error 403 "You'll need additional permission to delete organizations"

You need to grant the user that your REST call is user the right permissions (without seeing your config, I suspect you've got a default case of "they have to be a service desk agent")

Yes we have the defaults. Service desk agents.

Sorry then I am still not clear on how or where to do it...
