How can I tag a distribution list of users or outlook emails to a ticket?

working on CEDT JIRA. How can I create user that connected to Distribution list of outlook emails? So I do not need to individually tag all email addresses/JIRA user as watchers. Believe it is automatic for us that one JIRA user is tagged to one outlook email
