I need to grant certain service desk users the ability to create and edit reports. It's not appropriate to make all of these users an administrator, which seems to be the only way to grant report creation permission at present.
Is there a way around this? e.g. create a bespoke 'service desk reports' permission group that I can add certain users into?

You don't need to be a full-on admin. A Project Administrator can also set up reports in a service desk project, well at least on Server they can. I believe it's the same for Cloud.
