We want to let the Customer validate the ticket but we are unable to display an action button on the Customer portal to validate the ticket
You need to expose the transition on the portal. You do this by editing the workflow, selecting the transition and checking the box to include on the portal.
I did it but Nothing changes on Customer Portal side. It seems it's not enough. I let all users the right on "Ticket transition" rule. Is there other things to check ?

can you share screenshots of where you did this in the workflow and what you are seeing on one of the detailed issue view on the portal. I have never had this not work. Here is an example...
