Hide public service desk from JIRA users

Hello,

We have two service desks set up, one for private/internal use and one for public.  Our problem is that internal employees keep using the public service desk to create tickets, but we want to make that exclusive to customers of our application.  Is there any way to hide the public service desk from internal employees/JIRA users or prevent them from creating tickets?
