Is it possible to add a field like "Team Responsible" Global group picker, without it being hidden or adding a preset value?
So, what we are trying to achieve is to add a group picker field on the Customer Portal where internal users will add the team responsible for the ticket as they are creating it, however, when trying to add the global group picker Jira hides the field and requests a pre-set value which would defeat the purpose as there are over 100 groups to pick from and the field needs to be visible not hidden on the form.

I think, that the matter is that JSD-Customers don`t have permissions on "browse projects" and "assign issues" - and it is correct, because Customers don`t use licenses.
Like an out-of-box solution, you can create, for example, select-list field and show it on Customer Portal, then using JSD-automation rule(for example, on issue creation) set correct value on your "Team Responsible" Global group picker(hidden field from customers).
