Define SLA for change approval before change start date

Can I configure JIRA service desk to auto decline change request of it did not get approved 1 hour before change start date

No . This is not available by default. you can explore plugins in the marketplace or write one yourself to do this.

Let’s explore this a bit. I’m not sure what you mean by change request and change start date so the following may or may not be useful. 

If you have a statuses that reflects “approved” and “declined” you cold create an SLA for the issue to reach “approved” giving you the trigger for your desired decline action. Next you should look at an Automation rule to transition the issue to “declined”.
