For now, the feature to force JIRA Service Desk user to go straight to the customer portal is not yet available. But, there is new feature ticket have been raised to implement this feature on the service desk, you can check the ticket here:
I would usggest you to raise a vote or add yourself as a watcher in order to get updates, you may also comment on the ticket so the developer could review the ticket.
