We wanted to give the rights to a user who already has the access of Jira service desk. We don't want to give the rights of Jira software but wanted to give enough rights to agent to create new reports ? can it be achieved ?

in order to create reports, user need to be an agent for that project with admin rights.
On Jira Service Desk, in order to view reports, it's necessary to add the user to jira-servicedesk-users and add them as agents (role Service Desk Team) in the project.
Now, in order to allow users to create/edit reports, they must be added to the role Administrators.
It's not necessary to make them administrators of the site, but they must be a project administrator.
