Change Project Lead no user in drop-down list

Hi Team,

I have Project Administrator permission, and want to change Project Lead, but can't do that.

Drop down list always show 'No Matches'.

The documentation says that Project Administrator can change Projet Lead.

but not help us, ad-blocks is not the problem.

Different user (JIRA site admin) can change Project Lead!
