Cannot create issues via Email

Hello

I'm get an error when try to create issues by e-mail.

The user that send the support e-mail has application access.
Who need the application access? The user from the e-mail handler or the user who creates the issue?
For me doesn´t make sense to have application access to create issues, because the users can create tickets in the portal and they don't have application access.

What is wrong?

The user does not need application access to create an issue. Please check that you are using JSD email channel and not Jira email handler. Check project>project settings>email requests. Make sure you have assigned a request type to the email channel under Request types. One type should have the EMAIL lozenge under the request name.

I'm using e-mail handler and pop3 configuration to Outlook365.
The user that send e-mail to the e-mail configured in POP3 is an user that can create ticket by portal and also a jira application user, but it doesn´t work, see below the configuration, what si wrong?
