Cannot assign internal JIRA users as participants even though they are listed as "Collaborators"

I want all internal JIRA users in this specific JIRA group to be a Collaborator that can be assigned as "participant".

Currently, I cannot assign internal JIRA users as participants even though these users are in a JIRA group that is assigned to the Project Role "Service Desk Collaborators".

All internal JIRA users are listed n the Service Desk tab "People" / "Collaborators", but the "Remove Access" link is disabled.

I can only assign users as "participants" that are in the JIRA Project Role "Service Desk Customers".

What's wrong ?

Note: I added some "Collaborators" also to the "Customer" group, which made them assignable as "participant".

Hi Peter,

Are your internal users listed under the People > Customers tab?

We can only add customers as participants, so if your internal users are only in the Collaborator tab they will only be able to access the requests via JIRA, not service desk.
