Can't logon after restore from backup Jira SD

Hi all! I wanted to restore the test environment from the backup (Jira Service Desk), but everything was hanging and I had to stop/start the service. After the restart service restore failed. And now, no one can log in to the same test environment even admins. 

When I do  select * from cwd_user, select * from app_user, select * from cwd_group there are all my users and groups, also jira-administrators, where I belong

'admin' tried to login but they do not have USE permission or weren't found. Deleting remember me cookie.

Thanks! But unfortunately it does not work. There are no logon fails in logs.
