Can Admins create private queues in Jira Service Desk?

By private queues I mean queues that are only viewable by the user who created them.

Hi Lane, this is not possible at a "queue" level. A queue really is nothing more than a filtered list. If you are an agent in the project then you can view the issues in the project. Now you might look at Issue Security and see if that could wiggle its way into your needs. There are other possible solutions depending on your exact goals/requirements.
