Attachment size is 45MB but still getting bounce backs

We have set attachment size to 35MB however when we send an email with a total of 30mb of attachments a ticket never gets created and we get the bounce back.. Message too large. We confirmed we are able to email other users in the firm since our email server limit is 35 but Jira still sends a bounce even after adjusting the settings. Are we missing something? Anything else to do besides to increase the attachment size limit?

The attachment size setting is mainly for the attachments added by the users/agents in the UI.

Jira is not able to process the email messages with large attachments. It's been tracked as a bug in the below link.

Is it possible to change a JIRA Service Desk setting to allow the ticket to be created even if it exceeds the attachment size.  Currently the email is bounced back to the requester and the ticket does not get created.

You are right, it doesn't create ticket if the email has a large attachment. 

As far as I know, there is no option in JSD to specify attachment size for email channel.
