First of all I think you intended to show the snippit of Issue Commented for Approvers. Your snippit is Issue commented edited.
Approvers are considered service desk customers and therefore aren't going to receive JIra notifications, they will only receive customer notifications. In the customer notifications, the only notification allowed for Approvers is approval required.
If your "approvers" are jira-users and not just customers you could add them as "users" to your Service desk and that way they would get a jira notification. If not, there isn't any way that I know of in which to assign customer notifications to an approver outside of approval required.
