Add agents to a service desk project

I'm trying to create a new customer desktop user (have access only to the portal) but I'm not able to see him projet setting poeple section each time I search for is name it's not showing up in the list or invite user under the administrator section (invite user it uses for internal use)

So if you have any ideal where to go let me know
