We use the Service Desk feature to support our forum. Can I make them contributors or at least have voting access to the product discovery views?
I would like them to be able to see submitted ideas and vote on them on the free plan.
Is that possible? Would it be possible to get public votes or will they need to sign up for an Atlassian Account to vote?

However people will need an Atlassian account (which is free to get) and won't need access to your site.
