I love JPD and trying to leverage on it at maximum.
I would like to build a view of the Initiatives targeted to be completed next year.
I could not have the current filters (leveraging on rolling months) working nor having the possibility to filter by exact date (i.e. month, year, etc).
Any suggestion on how to achieve it?

If the existing date filters aren't what you're looking for, I would suggest adding a label to say something like "2024 Roadmap" or even use the roadmap column with an option for the given period, and then filter the view on that. Then use the start date and end date fields in the view to provide more accurate info.

This depends on the view type you've created. For timeline views, select the date field you want to use for filtering as per below:
For the board and list view, add a filter for your desired timeframe.

I am trying to filter on a board view, and it looks like the filter you mentioned (the one I was using) does not filter how I expected.
I'm happy to open a support ticket... but I cannot find any "Give feedback" button on the bottom left of JPD. :-o
