Can external users (outside of my org) comment and add insights to Product Discovery idea? Where this is managed, on Jira side or by our IT admin?

At this time, Contributors can create ideas - as well add comments, insights, etc. That is outlined in our documentation here: Manage your teams product access
Also mentioned in that doc. explains who is considered a contributor:
Contributors must meet one of the following criteria:
Have product access to Jira Software, Jira Service Management or Jira Work Management.
Be a member of the contributors group.
^ Regardless, a Contributor needs to exist within your site's admin hub - meaning these external users would need to be added under the site's Users tab / Org.
Having said that, JPD will be releasing a Stakeholder role soon (no firm ETA on when this will be). Stakeholders will not need to exist in your Org, and only need an Atlassian account in order to comment and add insights to ideas.

At this time, in order for any user to be a Contributor (comment, add insights, access ideas), they will need to be added to your Org.
When the Stakeholder role is released, users will only need an Atlassian account to comment, add insights, access ideas (when shared) - and will not need to be added to your Org.
