How can I prevent version actions in Jira if the admin user doesn't belong to a certain group? Edited

I want to abort/prevent/cancel version actions (add, archive, release, unrelease ...etc) in Jira releases page for the project admin users only if the user doesn't belong to "Release Manager" group.

Note: We have project administrators who are not the same as Jira global administrators. Some of them belong to the custom group/role "Release Manager".

I did some research on event listeners, but it doesn't look like a valid option to abort an event
