Does any one have the document or link for a Disaster Recovery Plan for the JIRA and Confluence Products? This would be for the cloud version.

Welcome to Atlassian Community!
For Cloud, there is no documentation for a disaster recovery plan, it's different from Server and Data Center, since all your data is with us, on Cloud and not on a local server.
There was a previous question related to the same matter which was answered by our teammate and it has all the details and also a link to our Data storage policy.
