Capture.JPG the one in the documentation on how to change the notification theme. (see screenshot )it has something to do with different rights of the user right?... thats not clear. cant believe i am the first one asking this question...

Oh, the admin menu, right. 

You need to be an administrator.  If the cog isn't there, you have no admin rights, as described in the paragraph above it.
