upgrade from jira with service desk to jira and separate service desk

We are upgrading an older JIRA version that had service desk embedded in it to a newer version where service desk is a separate application.  What are the detail we need to pay attention to?  We want to end up with both JIRA and service desk.  Do we install keys for both prior to upgrading?  Do we upgrade the JIRA and apply new JIRA keys and then install service desk and add a key for that?  

I haven't found sufficient documentation of this process.

Any help would be greatly appreciated.

It's going to depend a bit on if you use JIRA Agile as well or not.

If you don't use JIRA Agile, you should be able to just install JIRA Service Desk 7.x and the licenses should continue to work.

we do have agile.  I have looked at the migration hub, but it doesn't spell out the steps very clearly.  we had a small test instance and attempting to upgrade using the migration hub information left us having to use eval licenses to get it back up and running.  We can't have that with our production system.

According to migration hub, once the JIRA is upgraded we use the license screen to upgrade the service desk, but that doesn't work.  The migration hub information is severely lacking when it comes to detailed information and is full of marketing information that is not necessary for someone trying to upgrade.
