Your question is too vague. This should cover whatever you want.
1. If you want to turn it off for everyone it is done in the notification scheme
2. If you want to stop getting emails for updates you make it is done in your profile. That can also be set to the default for when users are created by the JIRA admin.
3. Individual users don't have any control, except for item 2, of what they are notified on.
If one of these don't answer your question you need to talk with the JIRA admin to figure out why you are being notified. Maybe were were accidentally put in a group or role you shouldn't be in. Or maybe the notification scheme is sending to the jira-user group, which everyone is normally a member of.
