restrict editing of comments in jira projects

How do I restrict editing and deleting of other users comments in JIRA projects?

This is set in the permission scheme of the project 
Look for the permission Edit all comments and remove the permission from those who should not have it.
I tend to only allow edit all comments/attachments to those with project role = "Administer Project"

You can do this by restricting the editing and deleting all comments permissions. This link reviews the assorted permissions and what restrictions you can apply - Project Permissions.
