"Create on Transition for JIRA" add-on is not available for Cloud. Any other plugins can create multiple subtasks?

I would personally implore you to investigate JIRA Webhooks and JIRA REST API and handle it yourself. This is the Atlassian supported method currently. It's also worth noting that Copying an issue will Copy the sub-tasks also.

I am not aware of any add-on that provides this functionality within JIRA Cloud.
