Here's a short summary of the steps:

  1. Merge JIRA configuration - you have to create all the projects from OLD to NEW and all their related configuration (fields, schemes, workflows, screens, etc..). This can be done manually or using an add-on like Configuration Manager for JIRA
  2. Import the data (issues, issue history, etc..) using the JIRA Project import - make a XML export of OLD and import the data for each project on NEW
  3. Migrate/Move add-on data/configuration - JIRA project import does not handle configuration/data for add-ons like JIRA Agile, Service Desk, or 3-rd party add-ons. You need to manually migrate it which involves directly moving the data using SQL queries in most of the cases.

Note that you might face more problems like for example JIRA project import does not properly handle issue history and you might need to manually fix these in the database.

I have two JIRA instances (New, Old ) and both have different configuration, custom fields, issues.

I want to migrate one JIRA (Old) instance with another (New) one. What would be detailed sequential procedure for that.
1. All custom fields
2. All Issues
3. Projects,
4. Attachments, 
5.  Users
6.  database
