How can I fix it?

You seem to have some broken data in your xml.  You will need to clean up the xml before you try to import it.  Follow these instructions to fix your xml:

Excellent. I tried and the error disappeared. But, there's nothing new (it's still a clean instance, no projects, no issues, no nothing sad). Am I missing something?

Are you using JIRA Cloud?  There is a bug when exporting and importing from JIRA Cloud that can also cause this issue.

I thought the instructions in the link got rid of the error?  
Also, here is the link to the bug:

Ooops, I wasn't descriptive enough.

  • I exported using the backup manager one JIRA instance.
  • I'm trying to clone it to another instance, so I went to the Admin > System > Import JIRA 
  • When trying to import it, I received this error
