Depends on the version.

In older versions, the remote API is enabled by default, but if you have chosen to turn it off, Cody's answer is spot-on

In more recent versions, JIRA relies on it internally, so you can't turn it off, it's always there.

Hey Kandakatla!

Give this a shot:

(Cog Icon) -> System -> General Configuration -> Edit Settings

From there, under Options, there should be a line item called Accept remote API calls.  Make sure that's set to On.
