Welcome to Atlassian Community.

I understand that you would like to create a new group that will be restricted to issues of a single project, not able to access others. Is it correct?

Could you let us know if you are using JIRA Cloud or Server? If you are using JIRA Cloud, are you using a Next-gen or a Classic project?

Supposing you are using a classic project, you will need to configure your project permission schemes (Under Project settings > Permission) to achieve that. The specific steps to achieve that will depend on how your permission schemes are configured right now, so I would recommend you to take a look at the documentation below to better understand how the project permission works and are applied to your current instance:

Managing Project Permissions

Basically, the permission responsible to access projects and issues is the Browse Projects permission. That being said, you will need to use project roles (under Project settings > People)to properly define who can access your projects, defining in your permission scheme (Project settings > Permissions) which roles can do what.

Please, provide us with a screenshot of the permission scheme related to your projects and more details about the scenario you are trying to achieve if you would like us to provide you with more specific information on how you can achieve your need.
