how "new issue security scheme" affect current issues in a project

This question is in reference to Atlassian Documentation: How to limit user to only browse issues assigned to or reported by them

I made new issue security scheme then levels then link groups then associate it with a project.

it worked for new issues but not for issues already placed before.

how can this affect the placed issues before applying the new " issue security scheme" ?

Try this:
  1. Execute an issue search that returns all issues that should have a specific security level.
  2. Click on the [...] button from the top right corner > Bulk change X issues.
  3. Select all issues and click on Next.
  4. Select 'Edit Issues' > Next.
  5. Find the option 'Change Security Level' and select the level all those issues should have.
    If you are Administrator, you will probably want to uncheck the checkbox 'Send mail for this update', to avoid sending multiple notifications.
    Click on Next.
  6. Click on Confirm.

Repeat the same process for each security level.

Each issue that already exist in JIRA needs to have the Issue Level Security set before the security can actually be applied on them.

Edit:

Bulk editing the issues is the way to go.
