A project created with a scrum template will build you a scrum board as well as the project.  A basic software project will only give you the project.  The workflows are different, and the basic project won't have the scrum related fields.  Of course, you can convert between "types" later, the templates are just templates for getting you started.

Thanks Nic. We are not doing pure Scrum, rather agile RUP, but it's advantageous to use the board and its terms.
