create plugin questions

sorry for the newbie questions but:
1.should i install the plugin on the JIRA server ? or can i add it from client computer with administrator account?
2.when i add the plugin, all the clients will see it in the JIRA website ?

You haven't mentioned which plugin you are looking at, so here's the general answers:

1.  Yes, assuming it is a JIRA Server add-on.  You can do that via the UPM (go to Admin -> manage add-ons) "upload" function for an add-on you have locally on a disk, or by just clicking the installation option in the marketplace if it's in the marketplace.  Connect (Cloud) add-ons are usually added via the UPM as well, but it works a little differently
2. Yes.  Unless the add-on has code specifically designed to hide it, or is only used in places that certain users can get to.
