I want to able to:

• give a count or number of issues that was assigned only once (say the current assignee equals the first assignee)
• give a count or number of issues that was assigned more than once (an assignee/escalation has taken place / second/thirt line support)

Ok, the update is nice and clear

You'll need some code to do that - either something that can nip through the history and pull out the information needed, or some way to record changes for later reporting.
