clone jira portfolio with custom deep hierarchy, custom issues, and custom issue fields

I have JIRA 7.1.9 server with JIRA Portfolio running on a Windows 10 PC.  I have a cloud JIRA with JIRA Portfolio.  How to I migrate or sync my server to my cloud environment, keeping my customizations?
