can i highlight text in comments that someone else has added in Jira?

In our team, we will add a list of tasks to comments and someone may add another list.

Any of these tasks may be completed by any member of the team but we have no way of knowing easily what has been completed.

Are we able to highlight a task that someone else may have posted in their comments and change it to green to show that it has been completed?

I would recommend you to break your task lists into issues. If that is not suitable look for a Cloud variant of the Checklist plugin. Even better if you have Confluence already utilise that.
