can a filter results be converted into a dashboard and get notificatrions via email if any changes/add ons takes place in the listed results?

This widget could not be displayed.

You can save filters and then use them as the basis of reports on the dashboard.

For changes to results, not directly, but you can subscribe to filters, or set up your projects so that you get notified on issue changes.
