add user & role doesn't work

Hi Atlassian Team, 

I couldn't add an user to the JIRA. I think there is a bug here. I added an user, but then he/she can't login to the atlassian.

Sounds like the user is added but not member of the correct groups. Default he/she will have to be in the group "jira-users" to allow login, so this is the first thing i would check.

My company uses JIRA & Confluence. I added a Confluence user, but he only could login on confluence only.
