Workflow transition's script condition doesn't work.

below the script condition, it mentions "Has not run yet"

I wanna make sure the approver has assigned to job to assignee before going to next status.

I think that what you need is a validator here.

conditions find the actions available

validators run after the input is made on the transition screen, to give the user the opportunity to complete the assignee on the transition screen and the run the validation against the input provided

You need a Validator Alfred.
