Why the system Info/System Time is in UTC?

default user time zone set to New york, but why system time still shows UTC time?

System Time17:07:01 +0000
Default user time zone(GMT-05:00) New York

server time shows as EDT as expected.

The system time zone depends on the server timezone where JIRA is running. If you want to change it you should change either the server timezone or tune the JAVA parameters at startup.
